We request the Department's assistance in screening the following individuals who have been nominated for USG-funded training, pursuant to the Leahy Act and the Foreign Assistance Act. ¶2. The following individuals will participate in the Latin American Cadet Initiative (LACI) in Washington D.C., San Antonio, TX, and Colorado Springs, CO from October 6-24, ¶2009. As the U.S. Embassy Managua Leahy vetting coordinating office, we certify that Post has completed its own local vetting and found no credible evidence of gross violations of human rights. ¶4.
