SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: INL, CYBERCRIME CONFERENCE IN PANAMA CITY


1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.


2. The following individuals will attend the Cybercrime
Conference in Panama City, Panama from August 25 - 27, 2009.
