1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.
2. The following individuals will attend the Transnational
Threats to Sovereignty Course in San Salvador, El Salvador,
from August 17 - 21, 2009. The names are listed with the
surname first, followed by rank and DOB:
Unit: Nicaraguan ARMY
Rizo Rizo, Jose Hilicias; LTC; 11 Apr 1963
Martinez Contreras, Gerardo Jesus; Maj; 13 Mar 1963
Lagos Carrasco, Carlos Enrique; Maj; 23 Jan 1967
3. As the U.S. Embassy Managua Leahy vetting coordinating
office, we certify that Post has completed its own local
vetting and found no credible evidence of gross violations of
human rights.
4. In order to prepare for the participants' travel, we
appreciate the Department's response by August 12, 2009.
