(U) On Friday, March 13, we met with Ministry of Foreign
Affairs (MINREX) Director for North America Renee Morales and
America Division Staffer Jane Mary Rivera Gutierrez to

the U.S. public announcement, but was glad to receive
additional details, including the projected handover date of
August 31, 2009.
