SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S. - SPONSORED TRAINING: MILGP, ENGLISH LANGUAGE AND RANGER
1. We request the Department's assistance in screening the
following individual who has been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign Assistance Act.
2. The following individual will attend the English Language and
Ranger Course in Fort Benning, Georgia from November 17, 2009
through September 25, 2010. The names are listed with the surname
first, followed by rank and DOB:
Unit: Nicaraguan Army
Gutierrez Vargas, Cecil Armando; Cpt; 17 Dec 1974
3. As the U.S. Embassy Managua Leahy vetting coordinating office,
we certify that Post has completed its own local vetting and found
no credible evidence of gross violations of human rights.
4. In order to prepare for the participants' travel, we appreciate
the Department's response by November 10, 2009.
