EQUATORIAL GUINEA REITERATES ASSISTANCE REQUEST FOR JUSTICE

(SBU) Minister of Justice Salvador Ondo Nkumu contacted CDA to appeal once again for U.S. assistance on justice reform, asking for specific help in creating capacities for forensic pathologists and crime scene investigation, which do not currently exist within the EG justice system. The minister recalled the government of Equatorial Guinea's (EG) previous petition (reftel),and indicated this more specific request was aimed at narrowing focus on key areas of deficiency. One of our most progressive interlocutors, Minister Ondo's initiative here augments broader justice system reform efforts he is currently leading (septel),and which have been ordered by President Obiang. The minister is seeking training venues for key personnel in the areas noted on an urgent basis. This request is related to shortfalls identified by UN Special Rapporteur on torture and other cruel and unusual punishment, Dr. Manfred Nowak, in his pending report on EG detention centers. The minister indicates EG is willing to fund these training programs but needs assistance in identifying appropriate, entry-level opportunities, preferably delivered in Spanish. ¶2. (SBU) ACTION REQUEST: Post recalls to Department's attention the original reftel request, and reminds the Department that no formal guidance or response has been provided to date. Post further recalls Dr. Nowak's admonition to the USG to involve itself in resolving longstanding administration of justice issues within EG in order to ensure success. Post requests Department please provide formal, front-channel reaction and guidance on how to respond to these appeals. SMITH
