1. (C) POLOFF on September 18 orally delivered reftel points
to Monica Colomer de Selva, Counselor for Non-Proliferation
and Disarmament in the MFA's DG for Strategic Affairs &
Terrorism. Colomer focused on the news that Russian
Disarmament Director Anatoly Antonov, in his September 3
informal meeting with VCI A/S Rose Gottemoeller, made clear
that Russia would "never" agree to resume implementation of
the existing CFE treaty. Colomer remarked that, based on the
readout, it appeared that the September 3 meeting had
resulted in an impasse and that there did not appear to be
much progress on the CFE issue. Colomer indicated that she
would share this readout with Gonzalo de Salazar, Deputy DG
for Non-Proliferation and Disarmament, and Manuel Acerete
Gomez, Deputy DG for International Security Affairs.
2. (SBU) Due to extensive travel on the part of MFA contacts,
Post was unable to deliver reftel points in advance of the
September 17 High Level Task Force meeting on CFE issues.
