1. (C) POLOFF on August 21 delivered Ref demarche to Carlos
Torres, Counselor for Nuclear Non-Proliferation and
Disarmament in the MFA's DG for Strategic Affairs &
Terrorism. Torres did not provide a definitive answer as to
whether the GOS would be available to brief on any of the
proposed topics - Iran's attempts to acquire missile-related
equipment from Spain or another interdiction/licensing case
study - at the 2009 Missile Technology Control Regime (MTCR)
Plenary in Rio de Janeiro, Brazil during November 9-13. Post
will report further updates as we receive them.
