On August 18, Andorran Foreign Minister Xavier Espot sent the
Charge a diplomatic note accompanied by a draft Tax
Information Exchange Agreement (TIEA) for transmission to
U.S. authorities. The Minister reiterated the GOA's interest
(reported ref A and repeated in an August 6 call by the
Minister to the Charge) in concluding a TIEA with the U.S.
Post has forwarded the draft text to State/EUR/WE and
Treasury/OTP and requests guidance for a response.
