1. (C) Econoff informed MFA's Acting Deputy Director for
Counter-Terrorism Santiago Losada that the US would announce
on January 16 four new domestic designations of individuals
associated with Al Qaida and submit these names to the UN
1267 Committee. Losada expressed appreciation for the reftel
identifier and alias information, and promised to pass it on
to the appropriate Spanish law enforcement agencies. The GOS
implements sanctions on designations made at the UN and EU
level. On US domestic designations, the GOS exercises
diligence in seeking information regarding potential
activities of these individuals on Spanish soil. MFA
officials have indicated to us in past that they would alert
us to any activities that they discover.
