(C) Econoff met with MFA's Counter-Terrorism Acting Deputy Director Santiago Losada on January 16 to notify him that the U.S anticipated delivering a listing request to the 1267 Committee on February 2 on 5 individuals believed to be related to Lashkar- e-Tayyiba. Econoff noted that this would be followed by a domestic designation under E.O. 13224 at the conclusion of the No-Objection deadline. Econoff delivered reftel background information and aliases on these individuals to Losada, who indicated that he would pass on the information to the appropriate Spanish law enforcement agencies.
