1. (C) Econoff met with MFA's Counter-Terrorism Acting
Deputy Director Santiago Losada on January 16 to notify him
that the U.S anticipated delivering a listing request to the
1267 Committee on February 2 on 5 individuals believed to be
related to Lashkar- e-Tayyiba. Econoff noted that this would
be followed by a domestic designation under E.O. 13224 at the
conclusion of the No-Objection deadline. Econoff delivered
reftel background information and aliases on these
individuals to Losada, who indicated that he would pass on
the information to the appropriate Spanish law enforcement
agencies. He affirmed that the GOS would be discreet with
the information given the sensitivity of the pre-designation
proposal. Losada declined to give a GOS position on the
proposed listing.
