1. (S) On April 3 POLOFF and Deputy ECON Counselor provided
REFTEL demarches and non-papers to Carlos Torres, Counselor
for Nuclear Non-Proliferation and Disarmament in the MFA,s
DG for Strategic Affairs & Terrorism. Torres said he would
forward the REFTEL A non-paper on Spanish company Maquinaria
CME, S.A. to the GOS inter-ministerial working board that
reviews export license requests for possible dual-use
technology items. He was very troubled by the REFTEL B
demarche regarding Syrian's ongoing efforts to procure
aluminum and steel from Spanish firm Aceros IMS. Torres
immediately recognized the importance of the demarche's
implications. Upon reviewing the non-paper, he described the
contents of the demarche as "bad news" and expressed concern
that the network of suppliers for Damascus's proliferation
efforts had not been completely dismantled. Remarking that
the international community was going to have to do more
about this, Torres said he would likewise forward the REFTEL
B non-paper to the GOS inter-ministerial board for review.
COMMENT: Judging from the recent experience with the GOS
inter-ministerial board reviewing a previous non-paper on
Maquinaria (REFTEL C),Post expects to hear back from the GOS
on these two items in four months. END COMMENT.
