1. (SBU) On April 3, Carlos Torres, Counselor for Nuclear
Non-Proliferation and Disarmament in the MFA,s Directorate
General for Strategic Affairs & Terrorism, informed Post that
the GOS will attend the June 16-17, 2009 seminar that Rabat
will host in collaboration with the IAEA and in support of
the Global Initiative to Combat Nuclear Terrorism (GICNT).
Torres informed Post that he will be part of a 3 or 4 person
GOS delegation.
2. (C) Torres provided a photocopy of a dip note dated March
23 that the Moroccan Permanent Mission to the UN and other
International Organizations in Vienna presented to the
Spanish Permanent Mission and to other GICNT Partners. The
Seminar will address preventing illicit trafficking in
nuclear and radioactive materials. The 3-page photocopy
included a concept paper of the seminar and a draft list of
topics to be discussed.
