(C) POLOFF on October 16 delivered to Monica Colomer de Selva, Counselor for Non-Proliferation and Disarmament in the MFA's DG for Strategic Affairs & Terrorism, Reftel A-E releasable papers and proposals that the USG will present at the Missile Technology Control Regime (MTCR) Plenary in Rio de Janeiro, Brazil during November 9-13. Colomer expressed appreciation for the documents and indicated that she would pass along any feedback from within the GOS. She also mentioned that Spain's inter-ministerial delegation to the Rio meeting will be led by Gonzalo de Salazar, the MFA's Deputy Director General for Non-Proliferation and Disarmament. Colomer later received Ref F paper on October ¶22. ¶2. (C) Asked on October 16 if there was any update to the Ref G USG request for Spain to provide a briefing at the Rio meeting, Colomer indicated that Spain is preparing a presentation on Iran and possibly a second one on Pakistan, although she said she had no further details on the contents of those presentations, which are still being finalized.
