(SBU) The Ambassador delivered reftel talking points to Minister of
Finance and National Planning Musokotwane September 28 on the
margins of another meeting with other donors. Musokotwane took the
points without comment. However, similar points had been delivered
to Musokotwane as well as President Banda in the wake of Ref C, and
both had assured the Ambassador that every effort would be made to
ensure Zambia's budget was adequately transparent, as the GRZ
believes it has nothing to hide.
