(SBU) DCM drew upon the reftel talking points in a September
18 meeting with Zambian Foreign Ministry Permanent Secretary
Tens Kapoma. Kapoma acknowledged U.S. concerns about the
proposed increase to the budget of the UN's Food and
Agriculture Organization (FAO) and promised to take these
views into consideration in advance of the FAO Council
meeting on September 28. He did not comment on the Zambian
Government's position, however.
