SADC MEETINGS

(SBU) Subsequent to Post's previous reporting (reftel) and
DCM's March 27 conversation with Foreign Ministry Permanent
Secretary Tens Kapoma, Post has learned that President Rupiah
Banda will lead Zambia's delegation to the March 30 SADC
meeting in Swaziland. The President departed for Swaziland
on March 29, accompanied by Foreign Minister Kabinga Pande
and numerous other high-level Government of Zambia officials.
Foreign Ministry officials could not offer an explanation on
the sudden and significant change in the composition of the
Zambian delegation, but noted strong Zambian interest in
addressing problems in Zimbabwe and Madagascar.
Interestingly, Finance Minister Situmbeko Musokotwane departs
March 30 for a SADC ministerial in Cape Town called to
discuss economic support for Zimbabwe.
