UNCLAS LUANDA 000391 SENSITIVE SIPDIS FOR AF/S, DS/IP/AF, CA/OCS, AND DS/DSS/OSAC PRETORIA FOR HQ REGION SIX, MCESG E.O. 12958: N/A TAGS: ASEC AEMR CASC PREL KSAC AO SUBJECT: EAC REVIEWS SECURITY PLANNING REF: SECSTATE 058636 ¶1. (SBU) CDA convened Emergency Action Committee (EAC) members on 15 June to discuss security planning for annual Independence Day events as directed in reftel. The following offices were represented: POL/ECON, CONS, PAO, MGT, POL/MIL, USDAO, USAID, CLO, and RSO. ¶2. (SBU) EAC first reviewed the availability of information pertaining to threats, including the threat of civil unrest, directed against any U.S. facilities, personnel, or sponsored events in Angola. RSO then briefed EAC on security planning for the official reception to be held on 02 July, confirming that all elements of the security force (Marines, Surveillance Detection Unit, and Local Guards) will be adequately staffed and that host country police support will be robust. ¶3. (SBU) Likewise, any issues related to the Sixth Annual community celebration and cookout to be held 05 July will be reviewed at an upcoming meeting of Angola's Overseas Security Advisory Council, to be hosted by Maersk Angola on 26 June. As always, any updated Worldwide Caution or other travel advice for the public will be immediately disseminated via our Warden system. ¶4. (SBU) The EAC determined that the security posture for these planned events is appropriate for our current threat levels. Point of contact for this message is RSO Keith LaRochelle, telephone +244 22 264-1112, or email: LarochelleKR2@state.gov. MOZENA
