1. (SBU) Drawing from key talking points (reftels),Poloff
delivered reftel demarches to Jeronimo Gaspar de Almeida,
Counselor for the Americas Desk at the Ministry of Foreign
Relations. The GRA offered no substantive response.
2. (C) British second secretary David Arkley separately told
Poloff that the EU delivered a similar demarche to the
Director for Africa at the Ministry of Foreign Relations, who
said that Angola planned to support an extension of the
special rapporteur's mandate, even over the objections of
Sudan. Arkley said that the EU had received conflicting
information from Geneva. Arkley said that the visiting
British Minister of State for Foreign and Commonwealth
Affairs Lord Malloch Brown will press the issue in his
upcoming June 14 meeting with Angolan Foreign Minister Dos
Anjos.
