(C) As instructed (refs),the Political Minister-Counselor
delivered the Afghanistan-Pakistan White Paper and the points
for the NATO and U.S.-EU summits on March 27 to FCO
Afghanistan Deputy Head Sara Everett and Team Leader for
Civilian Military Affairs Colin Sykes. The FCO officers
welcomed the U.S. approach detailed in the white paper and
described the proposed actions for the EU and NATO as
'realistic and helpful." They asked for further background
on the steps the USG is taking to expand the pool of
qualified personnel to carry out civilian responsibilities in
Afghanistan. Pol Mincouns noted the Department's request to
Congress for additional resources.
