We pre-notified the British Foreign Office (FCO) and Treasury
(HMT) today that the USG intended to designate on March 3 the
entities in reftel. HMG officials were appreciative of the
heads up. HMT called us later to report they had looked into
designating both parties previously but they did not meet the
UK,s criteria. We will seek further clarification. HMT's
information showed the name of the second entity is actually
the First Persian Equity Fund, which would correspond with
the initials given in reftel.
