1. Her Majesty's Revenue and Customs Office (HMRC) has
provided the responses to the REF questions posed by the
Department for a name check and bona fides on Specialist
Technologies Ltd., a United Kingdom Company. The text of the
UK response follows:

Specialist Technologies Ltd were established in 1988 by Mr.
Colin Davis, who is still their Managing Director. The
Company has an annual turnover of 11m GBP and have expanded
over the years so that now it supplies components for a wide
range of fixed and rotary wing aircraft as well as some
ground support equipment. The company formed an alliance with
Arnold Wrang Ltd, and as its holding company, STL is known as
STAG, its brand.

Enquiries have shown that STL have never come to the
attention of the H.M Revenue and Customs Strategic Export
regime, and as such appear to be a bona fide company.

The company have had a recent compliance visit by BERR
(Department of Business, Enterprise, and Regulatory Reform).
The officer responsible explained that although at the time
of the visit End-User certificates against the companies Open
Individual Export License (OIEL) were not available they were
submitted subsequently, and, in his opinion, he did not
anticipate major problems with full compliance in the future.

Colin Davis was asked to reply to your questions. He very
promptly provided the following information. He said that the
company supply Westland Helicopter EH101 parts to STL,s
sister company SpecTech USA in Sapulpa, Oklahoma, who in turn
supply Kawasaki. The goods are covered under their OIEL and
are destined for Japanese government contracts.

In terms of physical security in the UK, Mr Davis said that
the site has full red-care cover (this is a security system
providing continuous monitoring by telephone line being
linked to an alarm system at a receiving center). Access for
employees is via swipe card during the day.

2. The written response from HMRC has been forwarded to
PM/DTTC via unclass email.
