1. (C/NF) HMG agrees on the importance of encouraging
Missile Technology Control Regime (MTCR) partners to make
presentations at the MTCR Information Exchange (IE) session
during the November plenary, Edward Evans, Missile Policy
Desk Officer in the WMD Controls Policy Section of the
Counterproliferation Department at the Foreign and
Commonwealth Office, told POLOFF August 6 (Ref). Evans
stated that HMG would like to see "more active involvement"
in IE sessions by a broader range of states. "We need to get
more people involved," he continued, since "the usual
suspects" deliver papers and make presentations. He noted
that this topic had come up for discussion during a recent
HMG "brainstorming session." Evans said that Russia has
been "more actively involved of late" within the MTCR.
2. (SBU) Evans promised to provide a copy of the points set
forth in reftel to IE Co-Chair John Andrews.
