1. (C/NF) Emboff delivered reftel demarche on June 11 to
Andrej Slapnicar, minister plenipotentiary in the MFA's
Security Policy Division, to convey U.S. expectations for the
upcoming Corfu ministerial and our emphasis on strengthening
the existing security framework in Europe. Slapnicar
stressed that Slovenia shares the perspective that the
existing framework of the EU, OSCE, and NATO should be
strengthened and any dialogue on European security needs to
include all three components of security--political-military,
economic, and human. He agreed with the U.S. position on
keeping dialogue open-ended, highlighting his lingering
concerns about Medvedev's intentions for a discussion of a
European security framework in light of Russia's "suspension"
of CFE obligations. He noted with concern that Germany's
non-paper seems to go further than other Allies.
