1. (C) ADCM met with Tomaz Mencin, head of the Division for
Africa, the Near East, Asia and Oceania, and Natalija Raisp,
head of the Asia section, on June 9 to urge Slovenia to heed
the UNSYG's warning that there will be a severe crisis if the
UN is forced to cut services because of the unmet UN appeal
and to join in committing funds toward supporting Pakistan's
internal refugees and in answering the UN's call for
assistance. Mencin explained that Slovenia was unable to
pledge assistance because of Slovenia's financial crisis,
other priorities for economic assistance, i.e. to the Western
Balkans, and the lack of bilateral contacts with Pakistan.
He lamented that his main problem was that his division did
not have any money. He noted, however, that Slovenia
followed the situation in Pakistan, was greatly concerned
about the IDP situation and aware that it could affect
stability in the region. He added that Slovenia is taking
steps to promote closer contacts with both Pakistan and
Afghanistan. Mencin commented that Slovenia supported an
intensified EU-Pakistan political dialogue and that the EU
FMs planned to issue conclusions following the June 12-13
GAERC on Enhanced EU Engagement with Afghanistan and
Pakistan.
