(C) Poleconoff delivered reftel points on October 8 to Joao
Neves da Costa, Portugal's MFA Director for Middle East and
Maghreb Affairs. While guardedly optimistic about Iran's
purported willingness to cooperate with the international
community following P5 1 talks in Geneva, Neves da Costa
affirmed that Portugal's position on Iran's nuclear program
remained clear: "If Iran continues to stall and fails to
deliver in the next three weeks, as President Obama outlined
after the meeting in Geneva, Portugal will push for a package
of independent EU sanctions against Iran."
