SUBJECT: PORTUGAL, EU REMAIN PASSIVE ON IRAN AT GAERC
1. (SBU) On July 23 Portugal's MFA Deputy EU Correspondent
Florbela Cardy said the EU will continue to rely on "quiet
diplomacy" with Iran but shares US positions about Somalia
and Georgia, as outlined in our talking points for the July
GAERC.
2. (SBU) Iran: Cardy maintained that the EU is effectively
employing "quiet diplomacy" to free the British embassy
employee and French citizen and will await the outcome of the
E3 3 process before considering additional sanctions against
Iranian individuals and entities associated with
proliferation.
3. (SBU) Somalia: The EU fully supports the role of the
African Union Mission in Somalia (AMISOM) and shares US
concern about the presence of foreign fighters in Somalia.
The EU is considering establishing a Special Representative
for the Horn of Africa to coordinate support in the region.
4. (SBU) Georgia: Cardy said the EU appreciates the US
offer of support for the EU Monitoring Mission and is
considering how such support could be deployed.
