(C) Pol-Econ officer outlined U.S. concerns regarding the
proposed EU-Syria Association Agreement (reftel) with
Portuguese Deputy EU Correspondent Florbela Cardy and Joana
Galliano Tavares. Cardy told us that she doubted the issue
would be ready for the foreign ministers' discussion (GAERC)
in the next few months. Neither Cardy nor Tavares offered an
indication of how Portugal would vote, however Portugal has
historically supported the EU consensus on Middle East issues.
