1. (C) PolCouns and PolOff delivered reftel demarche and
talking points to the MFA's DirGen for South America, Francisco
Rivarola and Andean DeskOff Augusto Salamanca on November 12.
Rivarola appeared pleased by U.S. engagement and efforts to
improve its relations with Bolivia following the second round of
bilateral talks in Washington, October 27-28.
2. (C) Rivarola thanked Emboffs for the information and
lamented Peru's own strained relationship with the MAS government
of President Evo Morales, adding that Peru's ties with the
governments of its other southern neighbors of Chile and Argentina
had also deteriorated somewhat in recent years.
