1. Post delivered reftel demarche to Malawi Ministry of
Foreign Affairs Director of Political Affairs Paul
Chiunguzeni on Sept. 24, delivering both the diplomatic note
and the aide memoire. Mr. Chiunguzeni did not offer any
substantive response other than to indicate that IMO issues
are handled by the Ministry of Transport and Public
Infrastructure.
2. Post subsequently delivered reftel demarche to Ministry of
Transport and Public Infrastructure Director of Maritime
Services Austin Msowoya. Mr. Msowoya stated that his
department had received the dipnote and aide memoire and
acknowledged the US contribution to the IMO. He then
indicated that Malawi will support the US candidacy for the
IMO Council in category A. He stated that a note verbale was
included in documents executed by the GOM for transmittal to
the IMO and that his nation's support would be reported by
the Malawi High Commission in London to the U.S. Embassy in
London.
