1. Post delivered Ref A demarche by diplomatic note to the
Ministry of Foreign Affairs on October 19, with copies to the
Office of President and Cabinet Chief Secretary, the Ministry
of Development Planning and Cooperation, the Ministry of
Finance, and the Ministry of Agriculture. Post also
discussed the Global Hunger and Food Security Initiative on
October 21 with Randson Mwadiwa, the Secretary to the
Treasury (ST) at the Ministry of Finance. The ST noted the
congruence of the USG initiative and Malawi's Green Belt
initiative to extend the use of irrigated agriculture (Ref
B). He was receptive to linking the Green Belt plan to the
Comprehensive African Agriculture Development Program
(CAADP),which would tie into the USG initiative.
2. USAID/Malawi circulated the key points from Ref A to the
heads of the cooperating partners group of donor agencies in
Malawi. USAID also followed up with further direct
discussions of the points with representatives of the World
Bank, DfID, and Irish Aid.
