1. (SBU) Emboff delivered reftel UN General Assembly 64 goals
and objectives to GOM Ministry of Foreign Affairs Director of
Political Affairs Paul Chiunguzeni. Unprepared to offer a
detailed response, Chiunguzeni said Malawi's goals for UNGA
64 track with those of the USG, particularly with regard to
peacekeeping, economic growth, gender violence, and climate.
He said a GOM list of specific goals for UNGA is still under
development.
2. (SBU) On UN reform, Chiunguzeni inquired why the USG would
oppose an increase in the Scale of Assessment ceiling rate of
22% if the move was part of a larger effort to make the UN
budget "reflect reality." Emboff emphasized the USG would
continue to advocate for a transparent and comprehensive UN
budget, but that fiscal discipline must be an integral part
of making the process work.
3. (SBU) Chiunguzeni added that Malawi hoped the subject of
UNSC reform would be addressed during the UNGA, and that this
was an issue not only important to Malawi, but to all of
Africa. He said Malawi stands with the African Union on
possible UNSC reform, but he felt some significant
differences existed between other AU member nations on the
subject.
4. (U) Post will forward the list of the Malawian
delegation's UNGA 64 goals septel.
