1. (C) On March 27, Charge delivered reftel demarche to
Permanent Secretary Anthony Livuza of the Ministry of Foreign
Affairs. Livuza said that Malawi would support SADC and AU
sanctions against Madagascar. He also said that SADC should
insist of the restoration of former President Ravalomana to
power rather than discussing early elections with Rajoelina.
Livuza was scheduled to depart to Swaziland for the Summit on
March 29.
2. (C) Comment: Livuza was firm that Malawi, and all of SADC,
would not stand for Rajoelina's unconstitutional seizure of
power in Madagascar. End Comment.
