1. On November 3, Ministry of Foreign Affairs Deputy Director
General Monkala told poloff that "in principle" Gabon would
have no problem supporting the U.S. candidacy for the
International Maritime Organization. Monkala said that he
could not give a definitive answer, but that the U.S.'s long
history of advocacy in the IMO would mean Gabon would be
"hard pressed" to not support the U.S. Monkala promised to
bring the matter up with Minister of Foreign Affairs Paul
Toungui.
