1. (U) EconOff delivered reftel demarche to Ambassador
Homero Salvaterra, Special Counselor to the Minister of
Foreign Affairs for Sao Tome & Principe, on March 22.
2.(C) Ambassador Salvaterra understood our position, but was
unable to confirm the support of the Government of Sao Tome &
Principe (GoSTP). He did believe, however, that it was
likely that the GoSTP would try to "help its American
friends" by abstaining, as they did on the question of
Kosovo's membership of the International Monetary Fund.
