1. (C) A large explosion on Mall Road approximately a mile from
post flattened the emergency response "Rescue 15" building and a
wing of the Inter-Services Intelligence (ISI) Punjab
headquarters on May 27 at 10:25. The adjacent Capitol City
Police Office (CCPO) also suffered extensive damage.
2. (C) According to contacts, up to five attackers engaged in a
brief firefight with police before detonating a van in front of
the vehicle checkpoint between ISI and Rescue 15. Press
reported that gunfire immediately followed the blast as well.
The explosion rattled Consulate Lahore, which immediately went
into "lockdown."
3. (SBU) According to press, as of 11:15 the attack killed at
least seven and injured more than 100. More than 30 deaths are
expected. Post accounted for all personnel, and is confirming
the safety of all American citizens in Lahore.
4. (C) Post contacts have confirmed that the terrorists had
intended to target the ISI building. The ISI, CCPO and Rescue
15 buildings are on Lawrence Road, off of a large intersection
near the Punjab Provincial Assembly and Avari Hotel.
5. (C) While some media suggested a linkage between the attack
and the detention hearing of Jamaatud Dawa leader Hafiz Saeed at
the Lahore High Court, the attack occurred a mile away from the
judicial compound and appeared unrelated. However, press
reported that the bomb shattered windows at the High Court.
