(SBU) Post delivered the reftel demarche to the Ukrainian Ministry of Foreign Affairs, the Ministry of Agricultural Policy, and the Ministry of Environmental Protection (MEP),regarding the Mexico City meeting of the Group of Friends of the Co-Chairs Concerning Liability and Redress in the context of the Cartagena Protocol on Biosafety, to take place on February 23-27. MEP is the body responsible for oversight and implementation of the Cartagena Protocol on Biosafety. ¶2. (SBU) According to Serhiy Hubar, Deputy Head of the MEP's Environmental Safety Department and the lead GOU official on Cartagena Protocol issues, the GOU had not been aware of the planned Mexico City meeting.
