¶1. (S) Embassy delivered reftel demarche to MFA Arms
Control and Military Technical Cooperation Department Export
Control and Wassenaar Arrangement officer Artem Vorobyov on
February 13. We drew attention to new information about
Arsenal's continuing activities on geotheodolite and also the
potential sale of MTCR-controlled sensors. Vorobyov had no
immediate comment, and thanked us for our continuing
attention to the issue and for the new information, promising
to have it reviewed.
