1. (C) We delivered reftel message November 24 to Oleksandr
Bondarenko in the MFA's Directorate for Arms Control and
Military Technical Cooperation. Bondarenko recognized
unhelpful Iranian behavior and the need for Iran to play by
the rules, but underscored the inadmissibility of completely
isolating Iran, or of the use of force. He stuck to
generalities, and was noncommittal about what position
Ukraine would take on Iran at the November 26 IAEA BOG
meeting.
