1. (C) We delivered reftel message November 19 to Svitlana
Pereverten in the MFA's International Organizations
Department. We expressed appreciation for Ukraine's
courageous vote against the Goldstone report, and underscored
that language from the Goldstone report is being introduced
into several objectionable UNGA resolutions.
2. (C) Pereverten replied that Ukraine favors consensus at
the UN and dislikes one-sided resolutions in general.
However, Ukraine will have to examine the final text of each
draft resolution before deciding how to vote. Pereverten
said she would try to keep us apprised of Ukraine's
positions, although she cautioned that the MFA frequently has
little turnaround time between receiving a draft resolution
and voting on it in New York.
