1. (C) Embassy delivered reftel talking points to Head of
MFA's Military Technical Cooperation Unit Viktor Matsko on
October 2. After confirming that the flight would carry
materiel to Afghanistan and the proposed flight route, Matsko
noted that he would not expect there to be any issues with
the flight in Ukrainian air space. Matsko indicated that if
there were any further questions, his government would reach
out immediately, given the short timelines, and thanked the
Embassy for the information provided. Matsko noted the
strength of Ukraine's commitment to Allies' efforts in
Afghanistan, and mentioned that the Ministry of Defense of
Ukraine hopes to increase Ukrainian participation in ISAF.
