(S) Political Counselor delivered talking points and nonpapers on arms transfers to Burma, and missile-related transfers to Pakistan and Iran (reftels) with Director for the Department of Arms Control and Military Technical Cooperation Nykonenko on September 18. Polcouns informed Nykonenko that the U.S. delegation would follow up on these and other transfer cases during the U.S.-Ukraine Nonproliferation Working Group (NPWG) meetings on September 23-23 in Kyiv. ¶2. (S) Nykonenko noted our interest in discussing the cases further, and promised the Ukrainian side would do its best to be prepared on the specifics. PETTIT
