Reftel requested a post-shipment verification to determine the legitimacy and reliability of the end-user, SATURN, KYIV, UKRAINE. The company is listed on BIS license application: 06210022 as the ultimate consignee of twelve (12) wideband MMIC VCO electronic integrated circuits.No ECCN given. The licensee is Hittite Microwave Corp., 20 Alpha Road, Chelmsford, MA 01824. ¶3. On September 1st, 2009, CS Kyiv SCO Richard Steffens and LES Ruben Beliaev conducted the requested post-shipment verification at the offices of SATURN, KYIV, UKRAINE. The CS Kyiv team met with Mr. Yuri Muskin, Deputy Director General for Open Joint Stock Company Saturn. ¶4. SATURN was created in 1968 and has 570 employees. SATURN produces metrology test devices for radio relay, TV, satellite communications for the Ukrainian government agencies, China and CIS countries. SATURN participates in all of the major telecommunications exhibitions in Ukraine. SATURN deputy director advised the CS Kyiv team that SATURN imports mainly from these U.S. companies: Hittite Microwave Corp. SATURN deputy director stated that during the course of doing business with U.S. exporters of licensable dual use commodities, SATURN has become very familiar with export compliance procedures and requirements. ¶5. SATURN has shown CS Kyiv team purchase order for the reftel commodity. The purchase order indicated that the reftel commodity was purchased through Ukrainian company Biacom Ltd. The terms and conditions were standard business practice. The purchase order shows that the end user of the reftel commodity is Saturn. ¶6. The CS Kyiv team was shown reftel commodity and told that the reftel commodity will be used for the end use for which it was licensed. The commodity was at the consignee's facility as indicated in reftel. There were no indications of impropriety and the consignee's answers were not evasive. ¶7.
