1. (C) Polcouns on September 28 raised reftel points urging
regional governments to support Iraq in the run-up to January
2010 elections with Salah Al-Mutairi, Counselor in MFA's Arab
World Department. Mutairi fully acknowledged the importance
for Iraq and for the region in obtaining a good, "democratic"
outcome during the regional elections and agreed that
security conditions in Iraq have improved somewhat over the
past few years. He noted, however, that many in the GOK
remain skeptical about PM Maliki's willingness to reach out
to and share power with Iraq's Sunni community, an issue
that, if unresolved, could lead to continued violence.


2. (C) Mutairi noted that Kuwait's Ambassador to Iraq and
most of the Embassy staff had returned to Kuwait for the
Ramadan holiday; he acknowledged, however, that the GOK was
deeply shaken by the August 19 truck bomb attacks and
concerned for the security of its embassy staff. He noted
that a decision on when/whether to send them back is on hold
pending Foreign Minister Shaykh Dr. Mohammed's return from
UNGA deliberations in New York. (Note: The Kuwaiti media
reported September 28 that Kuwait's diplomatic staff is
prepared now to return to Baghdad -- where the Kuwaiti
mission continues to remain open, run by locally-engaged
personnel -- and awaits only the finalization of security
arrangements for the mission with Iraqi officials, who were
characterized as cooperative on this matter. End Note.)
