1. (U) The Kuwaiti media reported August 27 that Amir Shaykh
Sabah Al-Ahmed Al Sabah has instructed his government to
assist in transporting to Kuwait for medical assistance a
number of Iraqis injured in August 19 truck bomb blasts in
Baghdad. This message was conveyed in a statement by
Minister for Cabinet Affairs Roudhan Al-Roudhan.
2. (C) Kuwait's Ambassador to Iraq, Ali Al-Mou'min
subsequently told Polcouns that he had been informed of the
Amir's gesture, but indicated timing and specifics remained
to be worked out. Asking that the information be kept
confidential, Al-Mou'min told Polcounselor that the Kuwait
Air FORCE (KAF) has been instructed to confer with GOI
authorities about the possibility of sending a Kuwaiti
military aircraft to Baghdad to assist with medevac, if
needed.
3. (C) Comment: The Amir's gesture is consistent with
long-standing Kuwaiti efforts to assist victims of violence
in Iraq. Were the KAF to be allowed to send a Kuwaiti
military aircraft to assist in the operation, per
Al-Mou'min's suggestion, this would be a significant
bilateral first.
