1. (SBU) In response to reftel points on the September 17
UNESCO Director-General elections, Ministry of Foreign
Affairs International Organizations Counselor Jasem Al-Najem
told PolOff on August 11 that Kuwait plans to vote for
Egyptian candidate Farouk Hosni.
2. (C) Al-Najem added that the Arab League countries had
agreed to vote for Egypt's Hosni, at least in the first
round. PolOff told Al-Najem that there are several
better-qualified candidates who have demonstrated a greater
ability to promote a positive agenda consistent with UNESCO's
core values. In response, Al-Najem said he had heard that
Hosni is among those candidates considered front-runners,
along with Austria's Benita Ferrero-Waldner and Russia's
Alexander Yakovenko. He added that an officer from the
Russian EMBASSY had visited him earlier to push for Yakovenko
and that he had heard Bulgaria's Irina Bokova would
ultimately throw her support to Yakovenko.
