(U) PolOff on May 14 delivered reftel demarche points
informing Kuwait of U.S. desire to have GOK subscribe to the
Hague Code of Conduct Against Ballistic Missile Proliferation
(HCOC). Dr. Hamad Bu Rahamah, Counselor in MFA's
International Organizations Department, said Kuwait agreed in
principle with the HCOC, but that Kuwait's Ministry of
Defense has not yet decided whether or not to formally
subscribe to it.
