¶1. A/DCM on March 22 delivered reftel points urging the GOK
to participate in a March 31 Dutch-hosted International
Conference on Afghanistan to Ambassador Khaled Muqames,
Director of MFA's Follow-up and Coordination Department.
¶2. Muqames thanked A/DCM for the information and promised to
convey the demarche up his chain of command, but was unable
to confirm GOK participation. (Note: The GOK FonMin has
announced publicly that official travel would be greatly
curtailed pending election of a new parliament, scheduled NLT
mid-May. End Note.)
