1. Per reftel request for Post-driven recommendations for
multilateral counterterrorism initiatives, Post submits the
below proposals for consideration for funding.

Counterterrorism Visitor Program (CTVP)
--------------

2. CTVP proposal:

-- Counterterrorism Seminar for Regional Legislators.
Two-week course focusing on drafting, passing, and enforcing
CT laws. Participants to include MPs from Kuwait and at least
one other regional country.

-- Counterterrorism Seminar for Regional Law Enforcement.
Two-week course focusing on coordination among agencies and
regional partners to enforce CT laws. Participants to
include officials from MOJ, MOSAL, Central Bank, MFA, MOI
from Kuwait and at least one other regional country.

3. Fund Proposals:


-- Moot Court II: Roll-out to other GCC countries of
Kuwait's FY- 09 one-year series of courses on "the Rhetoric
of Dissonance/Moot Court Simulation of a Terrorist Trial."

-- Expansion and Enhancement of Face-to-Face Activities
between Kuwaiti Youth and U.S. Military Personnel.

4. Per DS website course listings (in priority order):

-- INTEGRATING COUNTERTERRORISM STRATEGIES AT THE NATIONAL
LEVEL (ICTSNL): The first session is designed for senior
policy and decision makers who will formulate the Partner
Nation's policies and priorities in developing a national
counterterrorism center capable of identifying terrorist
organizations and interdicting and preventing acts of
terrorism. The second session is designed for mid- and
senior level officers who will develop the implementation
framework from the policies and priorities identified in
session one.

-- PREVENTING, INTERDICTING, AND INVESTIGATING ACTS OF
TERRORISM (PIIAT): Designed for detective or inspector
equivalent officers and members of joint task forces
responsible for conducting complex investigations.
Preventing, Interdicting, and Investigating Acts of Terrorism
develops key investigative skills required to identify,
interdict, investigate, and respond to acts of terrorism.
Participants also examine core major operational and
preventative capabilities, including terrorist crime scene
investigations, and the use of new technologies by terrorists.

-- INTERDICTING TERRORIST ACTIVITIES (ITA): Designed for
police officers, counterterrorism investigators, and
mid-level supervisors responsible for interdicting terrorist
organizations. Participants are introduced to proactive
approaches to investigating, identifying, and interdicting
terrorist cells prior to terrorist attack. Topics such as
terrorism financing, confidential source handling and
development, information management, and terrorist
interdiction unit organization are also explored.

-- AIRPORT SECURITY MANAGEMENT (ASM): Designed for airport
managers and security personnel responsible for airport
police and security operations. Airport Security Management
provides in-depth exposure to International Civil Air
Organizations (ICAO) standards and recommended practices for
effective civil aviation security programs.

-- BORDER CONTROL MANAGEMENT (BCM): Designed for mid-level
to senior-level border control managers with operational
responsibility for land border ports-of-entry. Border
Control Management provides participants with the skills
required to understand, manage and control a border
situation, to include, threat analysis, border
communications, current technologies, resources,
vulnerability assessment, and mitigation.

-- MARITIME INTERDICTION OF TERRORISM (MIT): Designed for

maritime boarding officers and small boat coxswains assigned
to maritime law enforcement missions. Participants develop a
better understanding of the basic principles of protecting
high-value assets from waterborne threats emanating from a
maritime port complex. In addition, students develop the
individual and team skills necessary to mitigate threats from
suicide bombers employing fast-moving water craft in
terrorist operations.

-- UNDERWATER EXPLOSIVES INCIDENT COUNTERMEASURES (UWEIC):
Designed for dive-qualified law enforcement, public security,
or military personnel with law enforcement duties. This
course augments the abilities of law enforcement dive teams
to plan and conduct emergency response to counter suspect
underwater improvised explosive devices. Participants will
be able to safely search, locate, identify, mark, mitigate,
and remove underwater hazardous devices.
