Undersecretary Khaled Al-Jarallah, stressing in particular
the urgent need for financial support of the PA. Jarallah
did not respond directly, but noted obliquely that Kuwait is
"very heartened" by press reports that the EU is "supporting
East Jerusalem for the Palestinian capital." This EU
approach, Jarallah opined, is a "better way of putting
pressure on Israel." Charge noted that the U.S. goal is to
resume negotiations between the parties without preconditions
as soon as possible. Resolution of Jerusalem, as with all
other final status issues, could only be achieved through
direct negotiations between the parties.
